Although there has been no official confirmation, there is unpleasant news regarding the plan to procure armaments in Indonesia. Exactly the procurement of Dassault Rafale fighter jets for the Indonesian Air Force and the FREMM (Frégate Européenne Multi-Mission) Bargamini Class frigate from Fincantieri are not included in the list of defense equipment priority in the Green Book.

Citing a source from Janes.com (24/5/2022), the Ministry of National Development Planning (PPN)/Bappenas of the Republic of Indonesia has 'eliminated' the main defense procurement program from the list of priority projects approved for foreign funding by 2022.


This list is usually referred to as the Green Book. And not included in the list is a program to equip the Indonesian Air Force with Rafale multirole fighter aircraft from Dassault Aviation, and the Indonesian Navy with FREMM guided missile frigates from Fincantieri. Contracts for these two defense equipment were signed in 2021.

As is the case with the Sukhoi Su-35 procurement 'case' from Russia, the project for the procurement of 42 Rafale fighter jets has a procurement agreement (MoU) signed by the Indonesian Defense Minister Prabowo Subianto and the French Defense Minister Florence Parly at the Indonesian Ministry of Defense office on 10 February 2022.

However, the process still has to be continued to the effective contract stage, where the manufacturing process for the aircraft ordered by the factory will begin after the buyer's country has made a down payment. Well, this DP fund comes from foreign loans, the allocation of which requires approval from the Ministry of PPN.

Actually, it is not stated how much the activation contract value is for the procurement of 6 Rafale units and the remaining 36 units. The news update from reuters.com (10/2/2022), stated that the agreement to purchase 42 Rafale units for Indonesia was at US$8.1 billion.

Meanwhile, procurement programs that pass the acquisition list will then be forwarded to the Ministry of Finance, which will then decide on the final amount of foreign loans that can be obtained for the 2022 fiscal year (FY).

Documents obtained by Janes on May 24 show that among the programs that have been included in the Green Book are the mid-life upgrades for the Diponegoro Class corvettes and the Bung Tomo Class corvettes. In addition to the Escorta ship segment, upgrades have also been approved for the first batch of KCR-60M Missile Fast Boats and FPB-57 fast patrol boats for the Indonesian Navy's Fast Boat Unit.


The program for procuring more medium-altitude long-endurance (MALE) drones for the Indonesian Air Force is also included in the Green Book do in 2022. Overall, the number of programs included in the list of priority defense equipment projects that can obtain foreign funding reaches US$2 billion.
